Canada’s Quiet Surrender to the WHO: A Threat to Sovereignty and Rights
It’s time to push back: Tell your MPs to reject the WHO’s amended International Health Regulations and stand for Canada’s freedom.
In June 2024, Canada, along with 195 other World Health Organization (WHO) member states, agreed to amendments to the International Health Regulations (IHR), which came into effect on September 19, 2025. While framed as global health cooperation, these changes grant the WHO unprecedented authority to coordinate responses to “Public Health Emergencies of International Concern,” including powers that could affect travel, data collection and health mandates.
The Justice Centre for Constitutional Freedoms (JCCF) released a new report titled “Canada’s Surrender of Sovereignty: New WHO health regulations undermine Canadian democracy and Charter freedoms,” stating that these amendments undermine Canadian sovereignty and democratic processes. Without parliamentary approval, Canada could be forced to follow WHO directives that affect mobility, privacy, bodily autonomy and freedoms of expression and assembly. Allison Pejovic, senior counsel for Charter Advocates Canada, noted that acting solely on WHO guidance risks violates Canada’s Charter of Rights and Freedoms. Critics cite the WHO’s mishandling of COVID-19 — delayed warnings, enforcement of unproven mandates and deference to political influence — as evidence the organization should not hold this much power.
In contrast, the United States formally rejected the amendments on July 18, 2025. U.S. Health Secretary Robert F. Kennedy Jr. announced that the U.S. would not sign over authority to an unelected international organization that could order lockdowns, travel restrictions, or other measures without consent. Kennedy called the amendments “a step in the wrong direction” that threatens national sovereignty and opens the door to global surveillance, digital vaccine passports, and unified messaging systems that could censor information.

Meanwhile, Canada has accepted the amendments, a move criticized by MP Leslyn Lewis for bypassing parliamentary debate and surrendering decision-making to unelected international bureaucrats. Lewis has spearheaded a House of Commons petition, demanding the Canadian government’s withdrawal from global intergovernmental bodies, the United Nations and its subsidiary, the WHO.
